GSO SCIENTIFIC TRAINING SEMINAR

ON CAFFEINE AND ENERGY DRINK SAFETY

Date/Venue: 7 - 8 December 2015, Pullman Hotel, Dubai - United Arab Emirates

Course Objectives:

- To provide regulators in the GCC with up-to-date scientific research regarding safety of caffeine (and other ingredients in energy drinks) to enable the implementation of an effective and science-based GCC-wide regulatory framework for Energy Drink product specifications and marketing communications

- General address of risk analysis principles applicable in regulating foodstuffs as well as principles regarding WTO-agreements and processes.

Proposed Topics:

Welcome: Short introduction on purpose of the seminar
What are Energy Drinks: History of energy drinks (global/regional); Composition of energy drinks; level and benefits of its ingredients; energy drinks compared to other products (coffee beverages, carbonated soft drinks, sports drinks).
Risk Analysis Principles to support robust food regulatory positions
Caffeine Consumption Data: Presentation of worldwide caffeine consumption data
EFSA-Opinion on Caffeine Safety 2015 / EFSA-Opinion on ED Ingredients 2009 (tba):

Risk Assessment on an EU-level;
Daily caffeine intakes from all sources, maximum single doses
Interaction with other common constituents of energy drinks (i.e. taurine, D-glucurono-γ-lactone)

GCC-Draft Regulation 2015: Article by Article discussion + possible alternatives
Best Practice - ED / Caffeine-Regulations elsewhere / Industry self-regulations on composition and marketing: EU-Regulation 1169/2011, ICBA, UNESDA, EDE-Codes and how EDE-members also adhere to these principles in the GCC
WTO-Procedure: Requirements under SPS/TBT-agreements for a regulation (scientific substantiation, non-discrimination); Best practice; timing for implementation and enforcement
