Implementation of Standards in GSO Members: Good Practices
This training course aims to:
· Presenting the GCC methodology for developing and implementing the Gulf Standards,
· Explore the European experience in developing directives and related legislation, focusing on the European methodology for drafting regulations and the mechanisms for regulatory impact assessment studies. Participants will examine how priorities are set for legislation in the European market and how challenges within the European system are managed.
· Presenting the GCC methodology for developing and implementing the Gulf Standards.
· Understanding the European Experience:
- Gaining insights into the European methodology for drafting directives and their application in the European market.
- Exploring how priorities for directives are established in the European Union and assessing their market impact.
· Key Lessons Learned: Analyzing the key lessons from the European experience, including successes and challenges within the European scheme, and determining how these lessons can be applied to the GCC context.
· Enhancing GCC Standards : Utilizing the European experience to strengthen the development and issuance of standards in the GCC, considering the unique challenges and opportunities in the GCC market.
· Addressing Challenges:
Understanding the challenges faced by the European scheme and how they are overcome to ensure the successful implementation of standards in the GCC market.

Mr.Francisco VERDERA
<p class="ql-direction-rtl" style="text-align: justify;"><span class="ql-color-black">Francisco VERDERA holds an Electromechanical Engineering at the ‘Pontificia Comillas University in Madrid’ and has an Executive MBA at the Business School of ‘Instituto de Empresa’, in Madrid. </span></p><p class="ql-direction-rtl" style="text-align: justify;"><span class="ql-color-black">He has more than 25 years of experience in European legislation linked with harmonisation in the Single Market, harmonization of legislation and Consumer protection issues, as well as in National, European and International standardisation, including CEN, CENELEC and ISO, IEC, and other world regions and countries such as China, the Philippines, Malaysia, Uzbekistan, the Americas, EuroAsian Economic Union, Gulf Region, Mediterranean area, the Balkans or Ukraine, just to mention a few of them. </span></p><p class="ql-direction-rtl" style="text-align: justify;"><span class="ql-color-black">He is an expert in consumer related and industrial EU legislation and policies and regulatory strategies, World Trade Organisation (WTO) agreements, International, European and National Standardisation policy, Harmonised standards, EU Directives, Consumer Policy, Conformity Assessment, Market Surveillance and Customs. </span></p><p class="ql-direction-rtl" style="text-align: justify;"><span class="ql-color-black">Francisco VERDERA is a Consultant to the European Commission in Harmonised standards. He is also a Key Expert on Consumer Safety in the SPEAC II project (Safe non-food consumer Products in the EU and China) in China. He has been Consultant for knowledge sharing on Market Surveillance, on ICT tools for Market Surveillance, and on Cooperation of Market Surveillance authorities with Customs Authorities. </span></p><p class="ql-direction-rtl" style="text-align: justify;"><span class="ql-color-black">Amongst other functions, he has been member of the CEN and CENELEC Technical Boards, ISO Technical Management Board (TMB) and IEC Standardisation Management Board (SMB) for many years. He is a former Director Strategic Partnerships of the European Standardization bodies, CEN and CENELEC. Previously, he was Director of Standards and Director International Relations and Cooperation at the Spanish standardization body (AENOR, which is now called UNE). </span></p><p class="ql-direction-rtl" style="text-align: justify;"><span class="ql-color-black">He is an expert in setting regulatory strategies, in harmonisation of legislation and standards, as well as in conformity assessment in support of regional integration. In addition, he is teaching international economics law and International Trade Law at the EAE Business School in Madrid.</span></p>
