This standard is concerned with wheat flour(s), fortified wheat flour(s) and processed wheat flour(s), intended for direct human consumption and prepared from common wheat (triticum aestivum L), or triticum compactum host, or A mixture of the two, which is prepared and packaged for sale to the consumer or intended for use in other food products.

This standard does not include the following:

- Any product made from durum wheat, Triticum durum Desf. alone or mixed with other types of wheat.

Wheat flour intended for use as an ingredient for leavening or for the manufacture of starch and/or gluten.

- Wheat flour for non-food industrial use.

- Flour with reduced protein content or that has been subjected after the milling process to a special treatment other than drying or bleaching and/or to which ingredients other than those mentioned in items 5.9 and 10.5 have been added.
